Last October 10, 2022 President Bongbong Marcos Jr. signed Republic Act No. 11934 (An Act Requiring the Registration of Subscriber Identity Module) or simply SIM Card Registration Act into law. It was formally was signed after it was vetoed by former President Rodrigo Duterte due to the inclusion of mandatory social media registration.
The law was passed as a key measure against the prevalence of SIM-aided criminal activity, including smishing and other mobile phone and online fraud which proliferated due to the anonymity that prepaid SIMs afforded its users.
The new law will also serve as an enabler for financial inclusion and may also serve as a channel for the government to send financial aid to those in need in times of crises.
Under the law, all SIMs sold by public telecommunications entities (PTEs) and authorized distributors or resellers "shall be in a deactivated state." These will only be activated once end-users register their SIM in established registration platforms.
On Monday, December 12 the implementing rules and regulations of SIM Card Registration Act was finally released by the National Telecommunications Commission (NTC). The measure will take full effect 15 days after its December 27, 2022 publication.
As per IRR :
“All existing SIM subscribers shall register within 180 days from the effectivity of the Act. The registration may be extended for a period not exceeding 120 days,”
Laws take effect fifteen (15) days after its publication in the Official Gazette or in newspapers of general circulation in the Philippines. Hence,

Who is covered by the SIM Registration Act?
The law covers basically ALL entities that use the Subscriber Identity Module (SIM) purchased in the Philippines from Public Telecommunications Entities (PTE) or TelCos by :
- All individuals, both Local and Foreign,
- Corporate Entities,
- for both PREPAID and POSTPAID subscription,
- for use in mobile devices and prepaid broadband devices.
- The data of the existing postpaid subscribers must be aligned with the registration requirement of this Act.
With the signing of the SIM card registration law, these are what subscribers and public telecommunications entities (PTE) should keep in mind.

I don't have internet access. Where will I register?
The IRR will prescribe the guidelines on how concerned government agencies and public telecommunications entities will facilitate registration in remote areas with limited internet access.
What is the SIM registration process for children below legal age and do not have a government ID?
Minors shall register their SIMs under the consenting parent or legal guardian.
I'm a postpaid subscriber. Do I still have to register my SIM when my data is already with my PTE?
Existing postpaid subscribers will have to provide the other mandatory information required under the law that were not provided upon postpaid subscription in order to align data of postpaid subscribers in the SIM register in compliance with the law.
I am a verified GCash user. Do I still have to register my Globe SIM?
Yes. SIM registration must be done separately.
What happens if I fail to register my SIM within the mandated time?
The SIM will be deactivated.
If my SIM gets deactivated for failure to register, may I get the same number upon SIM repurchase?
No. Customers who fail to register their SIMs will not retain their same number. This is why prepaid SIM users MUST register within the mandated time.
Will subscriber data remain confidential?
Yes, the law contains explicit provisions ensuring the confidentiality of the data of SIM users. Section 9 of the law is a Confidentiality Clause that states: "Any information and data obtained in the registration process described under this Act shall be treated as absolutely confidential and shall not be disclosed to any person." This protective clause takes effect upon activation of a given SIM.
The law also penalizes breach of this confidentiality clause. User information may only be released if a subscriber authorizes access to their information. Telecommunications firms may only be compelled to reveal subscriber data via court order. End-user data will be retained by PTEs for 10 years.
What will I do if I lose my phone/device with my registered SIM?
End-users who lose their respective devices with registered SIMs must inform their respective PTEs. We will announce Globe's procedure for reporting once the IRR has been approved.
What are other instances when end-users must inform their PTEs on the status of their registered SIMs?
SIM users must inform their PTEs in case of the following:
- Any change in information relevant to personal details submitted in registration
- End-user requests deactivation of a registered SIM
- Death of a SIM end-user must be reported by immediate family
Can subscribers use more than one SIM once the law takes effect?
Yes. Subscribers may use multiple SIMs but will be required to register all SIMs under their name.
Is there a penalty for non-compliance?
Yes, the law prescribes penalties for both individuals and telcos.
- Individuals who provide false information or fake IDs, spoofs a registered SIM, or sells a stolen SIM may face prison time of six months to 2 years, and a P300,000 fine.
- Telcos that refuse to register SIMs for no valid reason may be fined from P100,000 to P1 million, depending on the number of offenses.
- Telcos, their agents or employees who breach data confidentiality may also face fines of P500,000 to P4 million.
Responsibilities of Subscribers
- Existing prepaid SIM card users have 180 days or six months from the time the law takes effect to register their phone numbers with their respective PTEs, according to CNN Philippines.
- Another 120 days can be given upon a valid written request to the Department of Information and Communications Technology (DICT).
- Failure to comply will lead to the SIM card’s deactivation.
- Subscriber Information Required
- Full Name
- Date of Birth
- Sex
- Complete Address
- Government ID with photo
- Declaration that the ID presented are true and correct
- Cellphone number and serial number of the SIM card
- For corporations, the requirements are:
- SEC Certificate of Registration,
- Board Resolution designating the authorized representative and,
- in the case of other juridical entities, a Special Power of Attorney
- Subscribers must submit a copy of their valid government ID with a photo. It can be any of the following:
- Passport
- National ID
- Social Security Service (SSS) ID
- Government Service Insurance System (GSIS) ID
- Senior citizen’s ID
- Voter’s ID
- Driver’s license
- National Bureau of Investigation (NBI) Clearance
- Police Clearance
- Firearms’ License to Own and Possess ID
- Professional Regulation Commission (PRC) ID
- Integrated Bar of the Philippines (IBP) ID
- Overseas Workers Welfare Administration (OWWA) ID
- Tax Identification Number (TIN) ID
- School ID (for students)*
- Unified Multi-purpose Identification Card (UMID)
- Person with Disabilities (PWD) card
- Government Office ID
- Other government-issued ID with photo
- Postpaid subscribers are also covered by the law. Their data submitted to the telco companies upon their subscription will be the ones to be included in the system.
Responsibilities of Telcos
- Public Telecommunications Entities (PTEs), or the telcos, are given 30 days to submit a list of authorized sellers or dealers to the National Telecommunications Commission (NTC) which should be updated quarterly.
- PTEs should also maintain a SIM Card Register of their subscribers that contains their information.
- Who can access subscribers' data?
- The law has provisions on confidentiality and data privacy, but information can be released:
- Upon subpoena or order from a court
- Upon a written request from a law enforcement agency investigating the possible involvement of a mobile number in a malicious, fraudulent, or unlawful act.
Are foreign nationals covered?
- Foreign nationals visiting as tourists for not more than 30 days are also covered by the law. They usually use SIM cards valid for 30 days.
- They are required to provide the following:
- Full name
- Nationality
- Passport number
- Address in the Philippines
- They are also required to present any of these:
- Return ticket or departure ticket
- Passport
- Proof of address in the Philippines
- Alien Employment Permit
- Alien Certificate of Registration ID
- School registration ID (for students)
- DICT Secretary Ivan Uy said a person can own more than one SIM card as long as it is properly registered.
What are the penalties?
- PHP 100,000 to PHP 1 million for PTEs who fail or refuse to register a SIM without a valid reason.
- PHP 500,000 to PHP 4 million for breach of confidentiality
- Six months to two years imprisonment and a PHP 300,000 fine for providing false information, fraudulent identification of documents, and selling of stolen SIM.

Your Guide to an Easy SIM Registration
What is SIM Registration?
Republic Act No. 11934 mandates all SIM users, both existing and new, to register their SIMS with their current telcos.
Who should register their SIM?
- POSTPAID.
- NEW Smart Postpaid Subscribers. Their fully signed and accomplished Subscriber Application Form and submitted documents will serve as their SIM registration.
- OLD Smart Postpaid Subscribers. Their previously submitted information, data, documents and fully signed Subscriber Application Form will serve as their SIM registration.
- Smart will notify all Postpaid subscribers and secure their confirmation of the information and data already provided to Smart upon subscription to the service/s.
- PREPAID.
- NEW Smart Prepaid Subscribers. Newly bought Prepaid SIMS are on DEACTIVATED mode and should be registered first before the telco provider activates them for use.
- OLD Smart Prepaid Subscribers. Existing subscribers should register their SIMS based on the allowable period provided by the Law.
- MINORS. For minors, SIMS will have to be registered under the name of the minor's parent or guardian.
